The Foundational Insight

In fragile and transitioning states, development outcomes fail not because intent is absent, or funding is unavailable, or government is unwilling — but because the institutional, legal, and sequencing architecture between commitment and impact is structurally broken.

Most development consultants produce strategies: documents that tell governments what to do and which donors to call. SAM™ produces something categorically different — a financing architecture: a legally grounded, institutionally sequenced, government-owned system that closes the gap between donor commitment and citizen impact.

SAM™ is sector-agnostic and country-replicable. What changes across engagements is the sector-specific content within each component. The five components themselves, and the design logic connecting them, are constant.

    Trust Gap Diagnostic™

    Design Question

    Where does commitment fail to reach impact, and which structural failure modes cause it?

    The Trust Gap is the chronic failure between donor pledge and citizen impact. The Trust Gap Diagnostic™ is SAM™’s proprietary diagnostic framework — identifying which of five universal structural failure modes are active in a given context, their severity, and the architectural response each requires. The output is a Trust Gap Map: a sector-specific diagnosis that serves as the blueprint for every subsequent design decision in the engagement.

    Window Architecture Design™

    Design Question

    What minimum set of legally distinct funding windows must coexist, and in what sequence?

    Once the Trust Gap Map identifies the active failure modes, the Window Architecture Design™ determines the minimum number of legally distinct funding windows required to address them — and the dependency sequence in which they must activate. A critical architectural feature of every multi-window design is the Governance Firewall™ — the legally documented separation between windows with different fiduciary, legal, or accountability obligations, protecting the integrity of each window and satisfying the requirements of participating financing partners.

    Sovereign Gateway Protocol™

    Design Question

    How is the host government structurally positioned as owner and activating authority?

    The Sovereign Gateway Protocol™ inverts the conventional relationship between government and donor. Rather than positioning government as a beneficiary or co-signatory, SAM™ establishes the relevant Minister or Organization Head as the formal requesting authority, the Steering Committee chair, the fiduciary gateway, and the legal counterpart to every instrument in the architecture. Donors participate. Government governs.

    Catalytic Activation Protocol™

    Design Question

    What minimum seed investment, through which pathway, unlocks the full architecture?

    Every SAM™ engagement includes a catalytic seed funding phase — typically 0.5–2% of the total target funding envelope — designed to produce the legal instruments, institutional agreements, and coordination frameworks that make the full architecture operational. The catalytic instrument is always selected for its accessibility: a low-friction pathway that does not require the full fiduciary assessment that larger instruments demand.

    Permanence Architecture™

    Design Question

    What mechanisms ensure durable government-owned institutions survive every donor exit?

    Most resource mobilization engagements end with a funded program. SAM™ ends with a permanent institution. From the first design decision, resource generation, performance management, civil service ownership, and legal institutionalization are built into the architecture as design constraints — not afterthoughts. A defining feature of every SAM™ engagement is the establishment of a dedicated Resource & Performance Officewithin the client institution — named to reflect the sector context (e.g., the Agriculture Resource & Performance Office (ARPO) for agricultural sector). The Resource & Performance Office is funded from the outset, government-owned from day one, and designed to remain operational after every other window closes and every donor has exited.

SAM™ in Practice

SAM™ is currently being deployed at the Governance Commission of Liberia, where Maevva serves as Resource Mobilization Strategist and Program Architect for the Constitutional Reform Process and Governance Transformation — an active, multi-instrument engagement spanning several international financing partners including UNDP and the World Bank — and at the Carbon Markets Authority of Liberia, where Maevva serves as Resource Mobilization Strategist for Liberia’s carbon sector Resource Mobilization Strategy and the design of the Liberia Climate Investment Fund. Additional sector applications of the SAM™ methodology are in development.

SAM™ engagements are supported by Maevva’s proprietary RMS Modeler — an automation tool that guides the architecture design process from diagnostic through to full RMS Model, ensuring methodological consistency, analytical precision, and replicability across every engagement.

Donors don’t fund institutions that can’t manage money. ORP™ makes your institution fundable — by identifying gaps before donors find them, and fixing them before you submit a proposal. We don’t just help you ask for funding. We make sure you’re ready to receive it.

The Foundational Premise

Institutions that cannot demonstrate sound internal controls, credible fiduciary systems, and operational integrity do not attract or retain international financing — regardless of the quality of their mandate or the strength of their leadership. The Organizational Readiness Protocol™ is Maevva’s structured diagnostic methodology for assessing exactly that readiness, and for designing the corrective pathway that closes the gaps.

ORP™ combines the depth of an Organizational Capacity Assessment with the precision of a Business Process Mapping exercise — producing not just a picture of where an institution stands, but a structured plan for where it needs to go, and a verified confirmation when it gets there.

In the context of SAM™ engagements, the ORP™ serves as the foundational readiness assessment that precedes the design and activation of the full financing architecture — establishing the institutional baseline from which SAM™ is built.

Note on the Projected Readiness Rating: ORP™ produces Maevva’s evidence-based projection of the readiness rating an institution can expect to receive at formal external process audit. The actual rating is determined by the auditing body and may vary based on conditions at the time of assessment.

AgriMonitor is built on the Logical Framework (LogFrame) methodology. Once an organization or project defines its LogFrame, it can be seamlessly uploaded to the platform to begin monitoring immediately — ensuring that field-level data collection is directly tied to the program’s results architecture from day one.
